Roger Severino

Roger Severino is Vice President of Domestic Policy and the Joseph C. and Elizabeth A. Anderlik Fellow at The Heritage Foundation and a leading authority on civil rights, religious freedom, and health care law. He served as Director of the U.S. Department of Health and Human Services’ Office for Civil Rights from 2017 to 2021, where he founded the first federal division dedicated to conscience and religious freedom, enforced laws protecting pro-life organizations and medical professionals, secured landmark civil rights and HIPAA settlements, and oversaw $3.6 billion in regulatory savings. Previously, he held roles at the Becket Fund for Religious Liberty, the U.S. Department of Justice Civil Rights Division, and the Ethics and Public Policy Center. Severino holds a JD from Harvard Law School, a master’s in public policy from Carnegie Mellon, and a bachelor’s in business from USC.
